iveco 70c17 gearbox problem

hello, i recently purchased iveco 70c17 year 2012 with only 50,000KM on it.
I made another 10,000KM but now the gear stick become hard to shift.
even when the car is turned off, gear stick is hard to move.
but when you rev the engine to 3000rpm, the gears change easily. (that forced me to think that there is not enough fluid in the gerabox)
I changed the oil in the gearbox, but that is no solution to my problem.
I done some visual inspection to the clutch cables, everything seems fine.
does anyone have similar issues?
